Mission :

Our Foundation fully aware and understand that Cultural Policy of MFT is a frontline reflection and projection of Malaysian’s Capitals, FT, also as Capital of Malaysia as a multiracialism and multicultural society.

FT Capitals, is the Malaysian Window for best marketing and promotion of cultural diversity, through the conduction of the following proposed forum, conferences, events, programs, activities in Malaysia’s capital, is an ethical imperative, inseparable from respect for human dignity. It implies a commitment to human rights and fundamental freedoms. Cultural rights are an integral part of human rights, which are universal, indivisible and interdependent as our rakyat jelata enjoyed since Merdeka in 1957.

Culture in FT Capitals take diverse forms across time and space. This diversity is embodied in the uniqueness and plurality of the identities of the groups and societies making up humankind of Malaysia. As a source of exchange, innovation and creativity, cultural diversity is as necessary for humankind as biodiversity is for nature, this is what all can justify and enjoy in the way of life in Malaysia, is a way of living in Capitals of FT, Malaysia.

VISION

In our Malaysia increasingly diverse societies, as all seen in the way of living in FT Capitals, it is essential to ensure harmonious interaction among people and groups with plural, varied and dynamic cultural identities, as well as their willingness to live together.

Policies for the inclusion and participation of all rakyat, of all foreign investors, tourists, visitors to Malaysia, where FT as their Capital, are guarantees of social cohesion, the vitality of civil society and peace.

Cultural Policy of FT

Thus defined, cultural policy of FT is the Malaysia’s cultural pluralism gives policy expression to the reality of cultural diversity, indissociable from a democratic framework, cultural pluralism is conducive to cultural exchange and to the flourishing of creative capacities that sustain public life of Malaysia, as clearly and truly reflected in the way of life in FT’s capital

EXECUTIVE SUMMARY

Kuala Lumpur, Putrajaya dan Labuan, under jurisdiction & portfolio of Ministry of Federal Territory, have the equivalent status of the 13 states of Malaysia, though the federal territories (FT) have neither a head state nor a state legislature, but the most important and significant role of the three FT, Kuala Lumpur is the Malaysian capital, Putrajaya is Malaysia’s administrative capital, and Labuan is the international offshore financial capital of Malaysia, three FT are the Window of the Malaysia to the global village and regional hub of Islamic civilization, a geo-political, geo-economic and sustainable cultural tourism belt.

For this year, Visit Malaysia Year-2007, Window of Malaysia’s capitals, shall be further projected and enhanced, not only as Islamic Halal Regional Hub, “IHRH” but also Labuan as a historical link to the Nusantara (Islamic biggest population of Muslim, Indonesia, richest state and highest GDP of Brunei), is strategically located at the Islamic Civilization’s cultural corridor, interlink with Europe Civilization from British colonial, “ North Borneo” , all are culturally and financially combined under the International Offshore Financial Center of Labuan, “LABUAN-IOFC” , where Labuan as International Islamic Banking & Financial Center can be further promoted under the FT of Labuan, a world financial superhighway to the Middle East’s Powerful Financial Center.

PUTRAJAYA, is a totally new concept of administrative capital for many, hence for the interest of PUTRAJAYA, a series of celebrating and promoting programs shall be conducted not only for Year of 2007, but also shall be held regularly, where image of Malaysian Administrative Capital shall be projected, one of the regional cultural exchange programs, is (i) Regional Islamic Numismatic Exhibition & Forum (ii) International Islamic Money & Stamps Show & Auction.

Ministry of Federal Territory has all the mission and responsibility to promote the Malaysia’s 3 capitals to the World of Today, especially World of Islamic Civilization in Malaysia, a multiracialism , multicultural pluralism society, as one of the most outspoken and outstanding leader for the Third World, for NAM and OIC.

Our Foundation, as non profit & NGO, hereby strongly recommend that :

(i) International Conference on Islamic Civilization and Renaissance;
(ii) International Banking & Finance Expo/Exhibition/Fair, International Islamic Money Fair/….any naming and branding….
(iii) (iii) International Arts & Culture Show. Al Quran Exhibition included….…..is in conjunction with Malaysian 50th Anniversary of Merdeka, an immediate follow up after World Halal Forum in 2006, is a further enhancement and promotion of Islam Hadhari, to project Malaysia is a regional hub of Islamic Civilization & Movement…………

Ministry of FT should aggressively to adopt a new cultural policy to dress up & enhancing their Capitals of Malaysia, KL, Labuan & Putrajaya:-

(a) with its unique & different way of presentation, dynamic and outstanding approaches, well coupled with major theme events and programs;
(b) in monthly, quarterly, seasonably or yearly manner, at each FT level;
(c) with relevant cultural background and social identity be introduced;
(d) whether in Road Shows or permanently set up;
(e) as one of the complimentary and supplementary promotional and contributive strategy, to encourage more foreign visitors or locals to understand our Capitals of Malaysia, while they entered our FT, as frontline and front page to receive them, first impression to catch their eyes.

This is what the FT should do now, and our Foundation would like to work closely with those relevant ministries and portfolio For Visit Malaysia Year-2007, in eve of celebration of 50th Anniversary of Merdeka for our Malaysia.

As Capitals of Malaysia, KL,Putrajaya & Labuan, most of the major events, conferences, exhibitions conducted internationally, regionally or nationally in Malaysia, are actively held in PWTC, KLCC Conference hall or Putrajaya Conference Center or five star hotels, under the jurisdiction of the Ministry of FT.

Therefore, our MFT should act aggressively to mobilize our facilities, machinery and operational mechanism , to serve as pulling and pushing factors, to play a significant complementary and supplementary role , to work closely with other relevant ministries, to sell, to market and promote Malaysia, through our front gateway of Capitals.

The Meetings, Incentives, Conventions & Exhibitions market in Malaysia, was an important source of growth not only for our sustainable development cultural tourism, but also for growth as promoter for our foreign direct investment , and Malaysia as regional hub for multinational trading platform, due to its capability to attract the high spending businessmen, traders and travllers.

We all can witness the significant contribution made by both international and local participants in our MICE segment, in terms of number of events and receipts, is as shown in the following Table.
